Springtime Farming: A Happy Wife At Home

Chapter 2073: Discussing Settlement of the Refugees

However, as the number of people swelled to 600 to 700, with uncertainty looming over the possibility of even more arrivals, passivity was no longer an option.

Shao Yunduan convened Jia Heming, Zheng Sangge, along with a handful of scribes, Sun Bai, Sun Qian, and Qiao Xuan.

His wife, well-versed in such affairs, played a crucial role.

In the past, such actions might have been deemed inappropriate. Yet, in the midst of this chaotic era, what defined appropriateness?

It boiled down to the willingness of all involved.

During the deliberations, the appearance of Madam Shao surprised no one.

Shao Yunduan recounted the situation, prompting nods from everyone as discussions ensued.

“Indeed, my lord. Establishing a protocol is imperative,” one voiced.

“Absolutely. In our current reality—sigh—despite Anze Prefecture City’s remoteness, the influx of refugees is staggering! Without proper settlement, the ramifications could be dire!”

“Fortunately, we have you, my lord. Your leadership brings reassurance to all!”

“Indeed, indeed. Let us heed Lord’s guidance!”

“Absolutely, absolutely…”

Shao Yunduan, with a genial smile, interjected, “I invite you all to contribute your ideas collectively. Share your thoughts and suggestions on how best to settle the refugees without disrupting the harmony of Anze Province. Your input is invaluable, so please, speak freely!”

Having collaborated with Lord Shao for numerous years, everyone understood his approach.

Lord Shao was always receptive to input. By convening this discussion, he signaled his openness to ideas. The more innovative the contributions, the more esteemed they would be in Lord Shao’s eyes.

Take Jia Heming, for instance. Initially reserved, he now confidently showcased his intellect in Lord Shao’s presence, earning Lord Shao’s admiration.

Observing him now, standing resolute before the Deputy Prefect, Jia Heming exuded a sense of accomplishment.

Following deliberation, they resolved to settle the refugees and engage them in labor in exchange for support for their families.

While this served as a broad framework, the intricacies demanded thorough comprehension. Clear understanding was paramount to preempting oversights and averting potential complications in implementation.

Jia Heming, adept in such matters, assumed leadership, supported by Songshi and Liu Fu, under Qiao Xuan’s employ, who offered their experienced assistance.

Crucially, the government warehouse boasted ample reserves of both funds and provisions.

Furthermore, they could rely on the unwavering support of Madam Shao.

Despite these assurances, Jia Heming proceeded cautiously, mindful of the uncertain influx of future refugees.

Over the past few days, the numbers had seen a modest increase.

Jia Heming delegated a clerk to meticulously register each refugee, cataloging their origins and familial ties. Not a single individual, including the elderly and children, would be overlooked.

Subsequently, parcels of land, suitable for temporary settlement and short-term labor, would be allocated to groups of approximately a thousand individuals.

He aimed to identify three to five suitable locations for such settlements.

Taking charge, Qiao Xuan embarked on the task alongside Ah-Ye, Mianmian, and Songshi.

Though Shao Yunduan harbored reservations, Qiao Xuan remained resolute. Accustomed to acquiescing to her wishes, Shao Yunduan acquiesced once more, albeit with a resigned sigh and some gentle reprimand. Eventually, he entrusted Ah-Ye with her care before reluctantly letting her depart.
