Chapter 225: Chapter 160: 3 Lives: 9 Tribulations Transform into Dragon, The Terrified Alien Race Demon Venerable!

”Major victory!”

”The Seventh Generation Human Emperor single-handedly slaughtered millions of demons, uprooting all alien races.”

”Heaven has eyes, these alien demons who took the Human Race as blood food have finally met their retribution!”

”Tsk tsk tsk, you should have seen it, the piles of demon corpses brought back by the Seventh Generation Human Emperor were as high as mountains, and rivers of blood flowed.”

Great Spirit Imperial City.

Many human Martial Cultivators ran to tell each other, their eyes brimming with tears of excitement.

Historical records state.

In the year 36,221 of the Great Spirit Calendar.

The Seventh Generation Human Emperor annihilated the demonic forces, sweeping across the cosmos, staining the skies red with the blood of countless demons, causing fear among the Ten Thousand Races!

After Lu Yuan’s return, he immediately summoned the civil and military officials to issue a series of reform measures.

The first was to promote Martial Dao across the land, developing Martial Arts with the nation’s full strength.

The invasion of the Ten Thousand Demon Realm was imminent, and the Alien Race Demon Venerable could descend at any moment.

Though Lu Yuan possessed the talent of ”Acting on behalf of Heaven,” two fists could hardly fend off four attacks.

How could he resist the Ten Thousand Demon Realm alone?

Therefore.

He needed to form a Martial Cultivator legion in the shortest time possible!

But the poor literature and rich martial arts.

For most lower-class people, just living took all their strength. Where could they find extra energy and resources to practice martial arts?

Especially since, according to the laws of the Great Spirit, those over the age of five must start paying poll taxes.

Along with other various oppressive taxes, they forced many lower-class people into bankruptcy, their families destroyed.

Many who couldn’t afford the taxes could only sell themselves into slavery under the landlords and noble lords, serving as slaves for generations.

In contrast, the wealthy nobles evaded taxes, lining their pockets.

The way of Heaven diminishes the excess to replenish the deficient; the way of man diminishes the deficient to replenish the excess.

Thus, the first thing Lu Yuan did was implement the Whip Law, converting all taxes into silver taels for submission.

Before this, ordinary citizens of the Great Spirit Dynasty paid their taxes in kind.

For example, those who grew wheat submitted wheat, and those who grew corn submitted corn.

But with backward ancient infrastructure, transporting grain was extremely inconvenient, prone to losses and other issues.

Moreover, during collection, many tax officials had room to manipulate, as with the trick of ’skimming the top and tipping the scales,’ causing countless hardships for the people.

Now, with Lu Yuan implementing the Whip Law, the burden on many people was greatly reduced.

In addition to this.

He also dispatched over a hundred Undying Bones to work with the Demon Suppression Bureau to measure fertile lands.

Implementing head tax parceling and public fire consumption.

This law, once promulgated, faced vehement resistance from many Imperial Court officials and noble powers.

For those local gentry and noble families, who of them did not possess several hundred to several thousand acres of fertile land?

Is this taxation?

This is clearly cutting flesh from their bodies with a knife!

However, Lu Yuan’s infamous reputation preceded him, so these local gentry and noble families dared not openly resist but secretly acted in deception and sabotage.

Based on their past experiences.

Historically, new policies of the Imperial Court began with a killing, followed by suppression and recruitment.

After all, aren’t officials all equally tainted? Of those in the court, how many have clean records?

If all such people were killed, who would then work?

Those powerful noble families naturally understood this point, stalling and dealing half-heartedly, causing the ’head tax parceling’ to remain unimplemented.

”It seems I have been too kind.”

Upon learning of this, Lu Yuan’s lips curled into a cold smile.

Last time, due to time constraints, he patrolled the world and only killed some of the powerful individuals, without dealing with the local bullies.

Since they dare to come out voluntarily, they cannot blame him for being impolite.

Rulers’ bones paved the heavenly street, noble heads hang at the gate.
